I have some more information, so here goes:
Here's my current memory usage:

I know when people have been logging in, because basically I'm the
only person who does so regularly; I double-checked with the logs,
and I can't seem to associate a logout with a time when the server came
back up. What's puzzling about all this is that the server has been
refusing connections even though it's under very light usage and is only
really using a third of the available RAM (when you subtract buffers from
the amount of used RAM).
