Setting Device ppp0

I have a rather strange problem, and the answer is probably right in front of me

but I just don't see it... I have a Linux Mandrake 7.0 workstation up and running

and can get on the net using the modem, I set it up in linuxconf and it's defined

there as ppp0, now when trying to configure IPChains and set the device as ppp0

in any of the rules I get an error that says device not present, I have PMFirewall

setup but it will only run after a connection is established and ppp0 is active,

am I missing something here? What do I need to do to be able to modify the

rules and define ppp0 while the device isn't active?
