Do you log files tell you anything? Try daemon.debug in syslog to get some
more info. Also some ftpd have an option you can pass via inetd.conf to get
more verbose output or to log it someone else. Also try ftp from the linux
box to the linux box, see if that gives roughly the same time or not. Also
if you are running it under tcp wrappers and your name resolver is messed up
(or your primary dns server is done) , tcp wrapper might "stall" trying to
verify it's hostname.
