Thanks for the help about lsof. Now, I was a little vague on the original
question and hope to be clearer this time.

My university LAN uses DHCP and student computers are given an IP
automatically. MS-Windows machines are set up by clicking "Obtain IP
automatically" and "Use DHCP for WINS resolution". Let's say some student has
set up a webserver on his comp which is connected to the LAN. His computer is
given an IP which changes every few days or so (being DHCP and all), but when
other students want to access his computer, they type in his "Computer Name" 
which automatically maps to his IP by the WINS server. So typing in the
"Computer Name" in Internet Explorer gets me to his webpage. Just to clarify,
his computer name is his Netbios name right? 

My question, how do I do this is Linux, specifically Netscape? Is it an issue
of setting up Netscape or setting up the system? I have set the resolve.conf
file appropriately to point to the wins server, but no result.
