Sorry - I need to back up a step. What *getty are you running? More than that, what is the actual entry in /etc/inittab that watches the modem line for incoming connections? If you are (as I suspect) using mgetty, what does it log about these failed connections (probably in /var/log/mgetty/*, but check your man page to be certain if your version matches mine)?
