I've already tried this (followed by mkswap, sync, swapon) and it 
appears to set up a swap file as expected.  But is it safe to use?

I've prepared a portable Linux on two floppies which I can use on other
people's (non-Linux) computers.  It runs from a ramdisk and it would
be nice to be able to set up (temporarily) a swap file on the harddrive
(msdos, vfat, whatever).  But I wouldn't want to chance it unless it's
absolutely safe.  

"Hey George, let me show you Linux running on your computer
... oops it seems to have damaged your harddrive."
