basically I wanted to go through the entire list one at a time
and keep a list of rpm that I havent looked at and
keep a list of rpm that I have removed

A pipe passes stdout to stdin. rpm expects arguments on the command
line.
rpm -qa | head -n 1 |xargs rpm -qi
Why not just use
rpm -qai
(-qail if you want to see the list of files too)
