Wouldn't be simpler if you just do this
.resume = nec_8048_panel_enable,
As I see that the "resume" function pointer uses the same prototype as enable.
So you can get rid of above "nec_8048_panel_resume" wrapper function.

What's the extra value of putting those comments next to each command?
Just comment if there's something that can't be explained by just seeing the
code. (For example, if a command is for resetting LCD, toggling backlight, etc.
NOT putting commands as comments again.)
