pcmcia-socket-startup is loaded by /etc/udev/rules.d/60-pcmcia.rules.
At your Distribution,
You should fix the "/etc/udev/rules.d/60-pcmcia.rules" instead.
# if this is a PCMCIA socket which needs a resource database,
# pcmcia-socket-startup sets it up
ACTION=="add", SUBSYSTEM=="pcmcia_socket", \
RUN+="/sbin/pcmcia-socket-startup"
