Con los datos que das conprueba en[0], se ve el siguiente[1] error.

Make sure your mail server is running and you have specified the correct port. ----- En un horde que tengo yo con datos propios arroja: "SUCCESS - INBOX has 12 messages (0 new 0 recent)" En ambos tests, IMAP y POP. Comprueba: 1) Que el servidor IMAP/POP sean los mismos que el servidor que hostea a la aplicacion Horde (p.ej, en mi caso no lo son) de no ser asi que los IPs de cada servidor este especificados en los archivos de configuracion imp/config/servers.php, 2) En el caso que tengas configurados TLS/SSL que los certificados esten (correctamente) generados, 3) Que el IMAP/POP esten configurados y corriendos (verifica los logs) y 4) Que los puertos para cada servicio no esten siendo bloqueados. No se como sera en windows pero para *nix la configuracion de horde requiere de varios pasos esto incluye leer mucha documentacion para cada plugin.
