This seems to have worked. I wanted to give the problem plenty of time 
to recur, but it's been a week and still looking good. I used the 
reset-DRAC-to-default strategy.

I note that it seems to be random whether a given PowerEdge will have 
this problem as shipped by Dell. I have systems with adjacent service 
tags and identical configs, one of which exhibits it and one of which 
doesn't. But I'll just add resetting the DRAC to my general installation 
procedure.
