Some Intel 10Gb optical NICs are bootable, but not necessarily all. For bootable adapters, the boot ROM needs to be programmed and enabled using a DOS-based tool; either flautil.exe or ibautil.exe. These tools can be found on support.dell.com in packages named in the pattern Intel_LAN_*_DOSUtilities*.
