Sorry Stephen, but that will not work.

The iso is setup in the comps to be a CD/DVD.  The process of creating a 
repository rebuilds the comps for the new media, i.e. harddisk.

No need to create a repository.
Just point to a nfs directory/share (I never tried ftp/http) which contains the 
rhel-server-5.4-x86_64-dvd.iso file.
