Because you took 12 seconds to fill a 1Kx1E6 file with bytes in the first instance and 33 seconds to mark the file as deleted and free all the blocks it took on the file system.

Filling it requires moving 1Kx1E6 bytes and deleting it requires changing < ~1K bytes.

No surprise here.
