Do you have the latest BMC (IPMI) firmware installed? As is alluded to later in this thread, the BMC controls the fan speeds, and it looks to me from the RPMs that you are reporting that it's not speeding up the fans correctly (BICBW, I've never worked on an R910). Also, are their any BIOS options to set a fan speed profile? Some systems have an "acoustic" option whereby they will try to stay quiet at the possible expense of having to throttle speed. If the bmc firmware is at latest, and the options look good, then I'd report this to Dell...
