I haven’t work with Debian and it's been a long time since I've worked with Ubuntu, but would the Ubuntu repos give you a "close enough" starting point?
http://linux.dell.com/repo/community/ubuntu/ The other option would be to get OME (grab it from the support site. 2.1 is latest IIRC) and do out of band updates via the iDRAC - although there are some limitations there, such as you can't update drive firmware.
