Does just racadm work? Although I just tried with idracadm7 and it works as well. I have valid certs on all my racs though so I can't test that part.

[root@l bin]# racadm -r my-rac -i getsysinfo|grep Firmware

Firmware Version = 2.40.40.40
Firmware Build = 45
Last Firmware Update = 12/01/2016 13:07:42

[root@l bin]# ll /opt/dell/srvadmin/sbin/racadm
lrwxrwxrwx 1 root root 19 Sep 19 17:47 /opt/dell/srvadmin/sbin/racadm -> racadm-wrapper-rac4

I have to mention that we don't have installed a valid certificate on
the drac.

Did you try using "idracadm7"? It's part of the package
srvadmin-idracadm7,
which is not installed by default. I have no idea why it's a separate
program.

I'm trying to get racadm to work with an iDRAC8 Enterprise controller.
I'm getting the weird error message:

ERROR: Unable to connect to RAC at specified IP address.

I've checked with tcpdump, and I see racadm successfully open a TCP
connection, and send a SSL Client Hello. The iDRAC responds by
immediately closing the connection.

I'm suspecting some kind of SSL issue here, though I can't seem to
find anything that would let me get logs (from either end...).

I'm using this on a CentOS 6 machine, and I had to manually install
the openssl098e package.

I have these packages installed:

srvadmin-racadm4-8.4.0-2193.9883.el6.x86_64
srvadmin-omilcore-8.4.0-2193.9883.el6.x86_64
srvadmin-argtable2-8.4.0-2193.9883.el6.x86_64
srvadmin-racadm5-8.4.0-2193.9883.el6.x86_64
srvadmin-hapi-8.4.0-2193.9883.el6.x86_64

*All* I want to do is enable the VNC server, without making someone
log into the web UI and do it. The redfish interface doesn't seem to
have an option for this, so I'm stuck with racadm...

Any suggestions on getting racadm working?

Tried using racadm which on my system is a link to
racadm-wrapper-rac4 ?
