Anyone have an idea?
are you running a 32bit system? It looks like OMSA is available on
amd64 only.

The package is there (in 2 Versions), so what is your problem?
root@holodeck:~# apt-cache policy srvadmin-all
srvadmin-all:
Installed: (none)
Candidate: 8.4.0
Version table:
8.4.0 0

8.3.0 0

jessie/openmanage amd64 Packages
See above, these are referring to the amd64 arch, but Stefan Teigeler
it's getting a i386 index (so probably he's running a 32bit system).
Cheers,
Daniele
