I found a version of iDRAC with Lifecycle Controler (v2.50.50.50, https://www.dell.com/support/home/us/en/04/Drivers/DriversDetails?driverId=278FC) that is not in the Dell repository at http://linux.dell.com/repo/hardware/dsu/os_independent/noarch/. Will it be there soon?
