Two notes about that: you have the wrong url for the hw independent
repo, and if you use an old version of the independent repo you won't
get the latest firmware updates.
But I am guessing you can use the latest version of the independent
together with the "old" version of the dependent repository.

I've opened a support case about this (#150999357). It turns out, Dell
no longer supports OpenManage on RHEL 7 and compatible systems.
I'm quite disappointed. We're now faced with the choice of not keeping
systems up-to-date, or a lot of work upgrading them to EL8 or EL9,
while RedHat still supports EL7 until the end of 2024.
