All the smbios packages need to be the same version, and you probably
have a couple of the newer ones installed from the 'latest' repo. The
bootstrap script is trying to install smbios-utils from the 5.5 repo
which is probably older. This is not working because I assume yum will
not downgrade your already installed smbios packages (makes sense).

Two options.

1. 'rpm -e' all your smbios packages (libsmbios, smbios-utils, etc.) and
retry the bootstrap of the 5.5 repo which will install the older
versions. These can be updated when(if) you go back to the 'latest'
repo.

2. Configure the community repo http://linux.dell.com/repo/community/
which holds the latest Dell community-supported software, including all
the smbios packages. 'yum install yum-dellsysid' to get the latest
versions of these packages, then retry the bootstrap of the 5.5 repo
