ioctl problem

I'm running linux in 2.0.32 in a compaq pc.
I've got the folowing messages when I run my pppd:

The connection fails with the following messages:

        ioctl(PPPIOCGUNIT) : Operation not permited
        ioctl(PPPIODEBUG) : Operation not permited
        Exit.

        Is there a problem with the ppp.c version as it is said in PPP-FAQ ?
        How can I fix this problem?
