Hi,
For unknown reasons, since linuxconf can script pppd it presumes that it's
the only one who can and sets the pppd permissions to match it's settings.
[Assuming that you are not using the linuxconf interface to diald]
In linuxconf go to Config, Networking, Client tasks, PPP/SLIP/PLIP, if your
ppp configuration is not listed add one (you don't have to use the resulting
scripts), edit the configuration to "Allow any user (de)activate the
interface". Linuxconf will then set permissions on pppd to allow normal
users access.
