I am no programmer, but I know for a fact that PPP is codable to do
demand-dialing with dynamic I.P. because the Shiva PPP client that comes
with Internet Explorer does demand-dialing perfectly on my dynamic I.P.
assigning ISP.  Someone can surely add that tiny bit of code to the
daemon/kernel code.
