It seems that either inetd deamon is not running or routing table info 
is not correct. I am not clear about your setup. Can you explain the 
following,
        - I assume u hv connected WIN95 and Linux 
          boxes (lets say L1 & L2) on the network.
        - Q1: WIN95 to L1 telnet success : Y/N ?
        - Q2: WIN95 to L2 telnet success : Y/N ?
        - Q3: L1 to L2 telnet success    : Y/N ?
        - Q4: L2 to L1 telnet success    : Y/N ?
        - Q5: L1 to L1 telnet (loopback) success : Y/N ?
        - Q6: L2 to L2 telnet (loopback) success : Y/N ?

Let us say WIN95 is able to telnet to L1. Then L1 and L2 also should be 
able to telnet to L1 (not talking about loopback). Because telnet is a 
client utility which communicates with inetd daemon. Then inetd invokes 
telnetd daemon for telnet service.So no matter who the client is! So if 
L1 is not able to telnet to L2 then you can not telnet to L2 from WIN95 
also! For my Q5 and Q6 try "telnet localhost" or "telnet 127.0.0.1". 

It is not a DNS problem. If it is DNS then you will not even get "Trying 
192.9.200.1 ..." line after you execute telnet. This line means that the 
ipaddress is already resolved (ie DNS ok).

"Connection refused" : says the service is not running on the server 
(end linux box)
