I recall a thread on the linux-ppp list a few months ago about this.
IIRC it had to do with the 3 +'s causing some modems to switch into command
mode. There was a fix. I seem to recall it was an s register setting
that had to be set to 127 or 128 to increase a delay time st that 3
+'s in a row didn't cause the mode switch. I don't know if there is
an archive for that list but your question there might get the correct
answer. Checking my Modem manuas it _might_ be S12,
@12 default 50 Sets the duration, in fifieths of a second, of
the guard time for the escape code sequence
(+++).
