pppd - can it be used to restrict bandwidth?

Hi Guys,

Can anyone tell me if pppd can be tweaked to  restrict bandwidth to dialup
users? I know this sounds weird and back the front, but we need to
restrict certain users  to low bandwidth eg,  a 33.6k modem connects but
can only pull data thru their ppp link at as no more than 1k/s or some
such level.

If pppd  isnt what I should be looking at  what should it??
