No

Yes, if the friends machine already has an ip, it will be associated with
another interface, no its dail-out line. The ppp protocol asks the 'server'
for an ip and associates it.

If you don't use dns (because there is no connection to a significent
network) then just use the ip numbers as you wish. I think there is a part
of the ip spectrum reserved for isolated machines, but if you will not be
tapping into the internet, I guess it doesn't matter.
