Having a bit of trouble...

Hey folks...
          I'm new to Linux, hving a small problem...Upon connection to
my ISP, when it does connect, it is severely slow...Thats when it does
conn., ive been setting it up through X-Windows... I was suggested to
get irqtune, will this solve my speed issue?...
