You may have a look at 'sac' to count time used on the system per user,
per port, etc, if that's what you want. It uses the standard log file
(/var/log/wtmp), no need to write your own routines. It will take care
of clock time adjustements using 'timed', and do some other tricks :-)

On your friendly sunsite/redhat mirror, under:
  /pub/Linux/distributions/redhat/powertools/5.2/i386/sac-1.7-1.i386.rpm
  /pub/Linux/system/admin/login/sac-1.7.tgz
