The numbers come from the RFCs defining CCP and the various
compression schemes. They are probably in the assigned-numbers RFC as
well. 21 is BSD-Compress, 26 is Deflate (24 was the old number used
in the first draft RFC for Deflate).

Stac LZS is patented, you won't see an open-source implementation
until the patent runs out.
