DTR is the Data Terminal Ready line, Pin 20, to a modem. Some
modems call it TR. You ppp-off script or whatever you're using
to end the connect will cause DTR to drop.

What are you using to disconnect ppp?
Also, you might consider trying something like xisp to connect/disconnect
your ppp connection.
