It didn't show up in your list of ppp options, but on one end or the other
there is an option to enable LCP echoes. Not sure why the other side
isn't responding (though commercial ISPs sometimes block echoes), but you
should locate and remove that option (recheck server and client command
line, /etc/ppp/options[.tty??], .ppprc?). In pppd 2.3.x, the option is
'lcp-echo-interval'. Can't remember whether it was the same for 2.2.0f,
just look for anything 'lcp'.
