Your ISP wants to use MSCHAP (there is a README.MSCHAP80 in the ppp dist)

I believe they use MSCHAP, which requires encryption. You will
probably have to reconfig & recompile your pppd.

I could of course be completely wrong here since my knowledege of ppp is
based on reading the docs ... (all theory, almost no practise :)
