In my experience, the best improvement you can make is forget about
sendmail, and switch to Wietse Venema's postfix:
http://www.postfix.org/
It's command-line compatible with sendmail for most practical purposes,
it takes about 10 minutes to configure (ok, you still need to RTFM in
order to understand what's going on), and it's at least 10x faster
than sendmail. The author has also a solid reputation for writing
security-aware programs.
