Odd! Just to be sure:
1) when you say you've got debugging switched off, does this include
/etc/ppp/options? AFAIK, these settings cannot be overridden at the pppd
command line.
2) /etc/syslog.conf is a horribly sensitive file! Check that you've got at
least one TAB between each field on each line. Weirdness results if you
don't have.
