Err, why aren't you using the RedHat RPMs for mgetty?  They have the
AutoPPP option compiled in already.  No need to configure, make, or patch.
Not using RPMs defeats most of the advantage of using RedHat.

Worst case, download the source RPMS and rebuild binary RPMs with whatever
compile options you want.
