3.6Kb/s at connect speed of 31200 or 33600 bps is faster than I would expect.
That would be 216 KB/min. In earlier days I would get 40000 bytes per 3 minutes
with 2400 bps modem using Xmodem or Compuserve B+. You are doing better than
would be expected by multiplying my speed by 31200/2400 (which = 13) or
33600/2400 (which = 14). Now I normally get about 200000 bytes per minute at
56 K, up to 270000 under favorable conditions.
