This version of MP is not RFC-1990/RFC-1717 compliant because it's joins
lines:
1) uses physical device name rather than MP end-point discriminator to find
   appropriate bundle;
2) doesn't provides LCP and authentication (and, possible, callback) on
   joining lines;
3) don't uses individual line fills to avoid possible delayed lost fragment
   detection as recommened in section 4.1 of the RFC.
