I'm not sure about the details of the CHAP part, but if your ISP does use
CHAP, you're making the mistake of trying first to do an ordinary
(userid/password) login. You never get to pppd; your chat script fails to
receive the login: prompt, so hangs, then times out, well before turning
control over to pppd.
I'd suggest you dial your ISP manually, using minicom, and see what comes up
on the screen, then modify your chat script to react properly to what the
ISP sends.
I haven't used CHAP, but I bet your ISP doesn't authenticate itself.
Nonetheless, this isn't your present problem -- you never get near a CHAP
negotiation.
