I'll admit I'm not quite clear on how encryption plays any part beyond
what's done in forming the Challange Response in CHAP authentication. But
this seems clear enough, either you don't have a proper secrets line in
/etc/ppp/chap-secrets for the peer dcl-210c-3f1-gw or pppd can't find it.
(Gotta admire your chat script with those error messages, nice.)
