You are right.

Problem was that I could not find the script. The script for the pgm:
                         "/sbin/ifup ppp0"   is:           
"/etc/sysconfig/network-scripts/chat-ppp0"

That's not so easy to see .....
I changed the script and it is working now.

My ISP requires login-name and login-password for access.
 (that's the subject terminal screen)
In addition the POP3-server requires username+userpasswd to retrieve the email.

Thanks for your and other answers.
 By 'cut-and-past' the  various answers I got one big step forward.
 POP-3 email retrieval is the next hurdle....
