Dear Friend,
You need a /etc/ppp/pap-secrets in this format:
# Secrets for authentication using PAP
# client server secret IP addresses
* * "" *
If you have /etc/ppp/pap-secrets, you need permission to read it.
Also, you need to make permisions to /usr/sbin/pppd with:
chmod u+s pppd
