Please do:
        nslookup <clientIp Address used for dialin>
on your dialin server. If this uses a long time, then you
have found the reason for the delays.

That sounds like the problem is really your dns setup.
look into /etc/resolv.conf and /etc/host.conf, and
see wether you have entered a dns-server who is
not reachable.
