Well, you could have scripts in /etc/ppp/ip-up that allow NTP traffic, and
when the link goes down it blocks it again.
A bit of a hack, but I guess it'll work alright.
I like the active-filter alot more though, by the tcpdump manpage it looks
very flexible.
