Scott, I'm seeing this too. Unfortunately, I don't have a solution to it.
My system is a Red Hat 6.1 box with kernel 2.2.14 and epca driver 1.4.2(Beta-12).
The epca driver is loaded as a module. The ppp package is ppp-2.3.10-3.

Now this I'm not experiencing. I have a Digi PCI Xem board with two 16 port
modules. I currently have four modems attached. My system is only used for
out-going PPP connections. It establishes approximately 100 PPP connections
per day, three days per week. It has been up for 56 days now. The "Used by"
column currently reads "0".
What version of the epca driver are you using? What type of hardware do you
have?
