I'm aware of that arrangement as a way to let users log in to their shell
acounts while supporting PAP for ppp. Usually. though, the command 'ppp'
does not exist on these systems.
I suspect that his ISP originally used a scripted login using a script
named ppp to start up pppd and neglected to remove it when he switched to
PAP.
However, I would not totally dismiss the possibility of an ISP attempting
to combine PAP and login/password authentication out of some misguided
belief that it would be more secure.
