I'm trying to use the pppd 2.3.11 allow-ip option under Linux 2.2.14 to
allow the peer to use any address in a subnet, 128.83.0.0/16, and failing. 

I use "allow-ip 128.83.0.0/16", run pppd as root, and have a local default
route set.  The noauth option is not set.  It's my understanding from
reading the man page, and the README in the pppd source tree, that the peer
should be able to use any IP address in the subnet, and that no additional
IP address information is needed in the chap-secrets file. 

I haven't been able to get it to work, so my question is, are there other
conditions that need to be met so that any peer with an IP address in the
subnet can connect?  Or, am I incorrectly interpreting the man pages, and
if so then could you clarify?  The syslog message is

  Peer is not authorized to use remote address 128.83.X.Y

If there is no default route then the connection is completed, with or
without the allow-ip option.
