There's no argument here.  The peer apparently doesn't "hear" the
requests and acknowledgments from pppd.

The first thing to check is the configuration of the device file,
in particular make sure the the UART type configured for it is
the actual UART UART that the modem's serial port uses. That would
ordinarily be a 16550A, even if the serial port or modem manual or
box or actual chip says 16550.

Since you are running a bleeding edge kernel there may be something
wrong that is specific to it.  In that case I can't help.

Please set word-wrap for about 72 columns in any future posts.  Also,
for debugging, cut-and-paste of log file messages complete with
timestamps are preferred over output to a terminal window.
