You could use a grep on the output of ifconfig to make sure both ppp0 and
ppp1(?) are in the proper status. You could also write a wrapper script to
do this, and just not use ip-up.local.
[BTW: ip-up if for the distro's use. ip-up.local is for the box's admin's use]
